Implementation of the National Policy Statement for Urban Development
In accordance with the NPS for Urban Development and resolution of Council on 17 December 2020, the Nelson Resource Management Plan (NRMP) on-site parking rate requirements no longer apply from the 1 January 2020. This means there is no requirement to provide a specified number of on-site parking spaces.
The change applies to all permitted and controlled activities in all zones. Activities that require a resource consent for a Discretionary or Non-Complying activity may still need to provide on-site parking or methods to manage the traffic impacts of those activities. Implementation notes:
- Parking standards for accessibility (mobility parking spaces) will still apply for some activities.
- The changes do not remove any off-street parking requirements contained in existing consents granted before 1 January 2021.
- The definition for building coverage contained in the NRMP will continue to apply where off-street parking is provided (up to a maximum of two parking spaces), that are not covered by buildings.
- If parking is voluntarily provided on-site, the NRMP standards for turning and manoeuvring still apply.
- For new development, the parking provisions (Chapter 4 - 12) in the Nelson Tasman Land Development Manual continue for on-street parking requirements.
In accordance with s.55 of the Resource Management Act and without the Schedule 1 process to notify, an amendment of the NRMP to enact the changes from the National Policy Statement for Urban Design was implemented 12 July 2021. Further information regarding this amendment can be viewed here.
