Woodburners

Council appointed an Independent Panel to hear and make decisions on submissions on proposed Council Plan Change A3 (Woodburners) to the Nelson Air Quality Plan. These decisions, by Commissioner Richard Fowler (Chair), Christine Foster, John Iseli and Glenice Paine were received by Council and publicly notified in the Nelson Mail on 15 July 2016.
Background
Plan Change A3 introduces several amendments to the operative Air Quality Plan.
In summary, these amendments fall into four broad categories and include:
- a new definition for 'small-scale ultra-low emission burning appliances' (ULEB);
- new Clause AQr.26A, which includes permitted and non-complying rules, assessment criteria and explanatory text in relation to ULEB;
- new Appendix AQ2B, which sets out the minimum requirements for ULEB, including certification process that must be followed in conjunction with the building consent process; and
- consequential amendments to other operative provisions.
